Mo founded Charnell Consulting on a conviction shaped by more than a decade inside the Texas Capitol: lasting policy is built by coalitions that reach across the aisle. As Chief of Staff, Deputy Chief of Staff, Legislative Director, and Committee Director in the Texas House, Mo drafted legislation, guided floor strategy, and secured more than $30 million in appropriations.
Mo was the founding Executive Director of the Texas Labor and Workforce Caucus, the state’s first bipartisan, bicameral caucus devoted to workforce issues, and brought together legislators from both parties alongside unions, workforce boards, businesses, and community organizations.
That coalition work extends across labor and workforce development, LGBTQ+ equality and civil rights, state budget and appropriations, and electoral engagement.
Mo has served as Executive Director of the Texas House LGBTQ+ Caucus and Texas State Director for the Human Rights Campaign, and sits on the boards of Equality Texas. Mo holds a Masters of Public Administration from Texas Southern University’s Barbara Jordan–Mickey Leland School of Public Affairs.
